Title 38 of the U.S. Code classifies veterans as people “who served in the active military, naval, air, or space service, and who [were] discharged or released therefrom under conditions other than dishonorable.” This includes Reserve and National Guard members. Additionally, their family members, such as dependents and spouses, are also eligible for veteran benefits.
